agricultural land owner

i am a small agricultural land owner , Revenue have attached my land for payment of Government dues now since i have paid all principle amount of Government dues , the revenue authorities instead to DE_attach my land have asked that penalty amount is also liable to pay and are delaying de-attachment on or other reason. please advice what i may do
