9C hashish

If five individual arrested in a 9C hashish 37 Kgs case was also registered against them. During intivestigation the I.O innocent one accused and one main accused highlight and other three accusef suggested that charged against them only negligence not check the luggage of passenger. Trail court dismissed all bail. My question High court granted their bail or not. If not pls give case laws.
