acting charge

The acting charge can be given only to the most senior civil servant under the provisions of the Rule 10_A of the Punjab Civil Servants 1974. The Deputy Commissioner, the administrator, district education authority, issued orders to Chief Executive Officer District Education Authority to assign the charge of acting headteacher of a high school by violating the rules and he assigned him as acting Headteacher by violating the rules.. The affected person is on contract. He requested them to abide by laws but they did not give any heed. What should do the affected person? Should he go to the High Court? Can a contract employee can also go the High Court? He is a contract employee of Punjab School Education Department.
