I am an employee of NED University in Karachi, working since January 2006. I was appointed in Contract Basis as Civil Engineer against BPS-17 at that time. I was absorbed against vacant and sanctioned post as Assistant Director BPS-17 on adhoc basis in 2011. The post was vacant by regular employee. I have around 10 years working in same organization and still not regularized. 5 1/2 year on Contract basis and 4 1/2 year on Adhoc basis. Adhoc renewed after every three months.
Following are my points:
– I have continuation in my services no gap since January 2006. Even i was not allowed for pay protection when absorbed on adhoc basis from contract basis, due to which i have to bear the loss of Rs. 16,000/- from my salary per month.
– I am still worried if my services ever be regularized, because Vice Chancellor has suspend all advertisement for appointment due to financial crisis of University till further orders since 2013.
It is my kind request to you, if there is any Articles / Statues / Code of Governments / amendment in Constitution of Pakistan / Notification or any Law regarding regularization of services for such a long term adhoc services and Pay Protection, then please provide me the relevant reference. For your this favour, i shall be thankful to you.

In my opinion you have very good case for writ petition before high court if it could be prepared according to your service record and agreements.
should had challenged it when your status from contract to adhoc was changed. Please consult a lawyer with your all service documents and University Rules and regulation.
