annexed case

A.O.A Sir i need a legal opinion about the annexed case. normally in autonomous body , on the recommendation of committee the board o director notify / approve a specific case. my question regarding my case is that ” the case of salman is annexed with the case of Medical officer and will be decided and will be decided according to the medical officer case “. so please let me know that the presentation of both case is mandatory or if the medical officer case is approved , the salman case will be automatically approved becouse due to annex relationship.
