Can the same case be reopened and another show cause issued.?

Dear Sir, regards.would like know that” a person is an employee of a Govt organization and has been issued a show cause notice. He replied the same and competent authority decided to dispense with the inquiry and afforded a personal hearing, wherein the competent authority accepted his explanation and decided to close the disciplinary proceedings against him and a letter was issued accordingly.
Question is that: Can the same case be reopened and another show cause issued.?
Is there any time frame that after which case can not be reopened?
Please advise.
