illegal to open that hole

Dear Sir
My name is Tariq Mehmood and I am living in Bahawalnagar Pakistan. Now we have done some changes in our home and open an hole in our wall so that light can come in which we call in pakistan a roshandan now the problem is that the people living on the back side of our house is saying that it is illegal to open that hole because we are living here but there is an open space on that side mean an area where is nothing constructed now what I am asking is that is it illegal to make a hole in our own wall which is Opening on the other side as we told them that you can close that hole by making your own wall there
Kindly help me out in this matter as I am having tension about that
