In a departmental inquiry, If an inquiry officer is ordered to convene into a crime matter about forgery etc, and submits his comprehensive report with in seven days, and he ignores the clear evident facts of serious crime and frames his inquiry report in connivance with crime offenders by saving them from sever punishment, frames incorrect alligations on applicant thus going outside the inquiry and recommends for little punishment to offenders and submits his report after a month, then could a case be filed in anti-corruption department against the inquiry officer?

In my opinion, only competent authority has such power if same is proved after show cause , initial inquiry and evidence.
