Answer :

Legal Adoption / Guardianship in Pakistan

Pakistan follows a guardianship system under the Guardians and Wards Act, 1890, rather than formal adoption laws.

As per current practice, only the Child Protection Bureau (CPB) in each province is legally authorized to handle matters related to the guardianship/adoption of abandoned or orphaned children.

Role of Child Protection Bureau:

  • The Child Protection Court functions under the supervision of a Sessions Judge who acts as the presiding officer.

  • You must formally apply to the Child Protection Bureau (CPB) of the relevant district (e.g., CPB Rawalpindi or Lahore) for guardianship.

  • After reviewing your case, including your background and family situation, the court may grant legal guardianship of a child if found suitable.

Requirements:

  • Marriage certificate and CNICs of both spouses

  • Proof of childlessness or medical documentation (optional but helpful)

  • Background checks and personal details

  • Physical presence may be required, or alternatively, you may appoint a representative through a Special Power of Attorney
